THE PROFESSIONAL REGULATION COMMISSION

During the early years of Martial Law, President Ferdinand E. Marcos issued Presidential Decree No. 223 on June 22, 1973, creating the Professional Regulation Commission (PRC), attached to the Office of the President. The Commission was established to administer and supervise the various Boards of Examiners, including the Board of Dental Examiners, subsequently known as the Board of Dentistry.

P.D. No. 223 was later repealed by Republic Act No. 8981, or the PRC Modernization Act of 2000, which provided the legal framework for the Commission’s modernization and continued regulation of the country’s professions.

A notable milestone in the history of Philippine dentistry was the appointment of Dr. Leonor Tripon Rosero, a dentist, as PRC Commissioner in 2005, during the administration of President Gloria Macapagal-Arroyo. She later served as Chairperson of the Commission from January 17, 2005, to August 1, 2008, marking a distinguished chapter in the participation of the dental profession in national professional regulation.
